A copy of my report on the subject to the Commander-in-Chief through the Military Secretary is enclosed.

The parade grounds of the Troops has been extremely curtailed; the space so appropriated does not afford sufficient room for a Battalion in line.

There is a space adjoining the parade ground which would be a desirable addition (as shown in the annexed sketch) that would much facilitate the exercise of the Troops.

I propose that it should be stipulated that the right of exercise on this ground should be ceded to the Military and that the fences separating the two grounds should be removed.

The public road runs between the two, but no material interruption, if any, would be caused to traffic, and there is another road running outside available - nor would the ground available for recreation of the few of the Civil population be interrupted while the Troops are actually on parade; certain days might be named on which there would be no interruptions.
